Entrusted by the Ministry of Industry and Information Technology and the National Integrated Circuit Industry Investment Fund, a four-member delegation from the China Semiconductor Industry Association (CSIA), led by Vice Chairman Chen Xian, visited Shanghai on February 12 to conduct research on the formulation of the national integrated circuit industry’s 13th Five-Year Plan and related strategic initiatives. The Shanghai Association invited over ten companies involved in manufacturing, design, equipment, and other relevant fields to engage in discussions with the CSIA research team.
The meeting was chaired by Tao Jinlong, Executive Deputy Secretary-General of the association. Vice Chairman Chen Xian outlined the background of the 13th Five-Year Plan and strategy formulation for the national integrated circuit industry. He also emphasized that, unlike previous government-led five-year plans, the 13th Five-Year Plan and strategy would place greater emphasis on the development strategies of key enterprises, requiring an organic integration of national strategy, the operation of national funds, and corporate development strategies.
Representatives from the participating enterprises exchanged views on CSIA’s basic approach to formulating the development plan and strategy. They also held lively discussions on issues within China’s integrated circuit industry and the means to achieve leapfrog development, putting forward various proactive suggestions.
